Joel L. Garrison is a member of the Army National Guard (ARNG), with over twenty-five years of experience, currently serving on active duty in the rank of Lieutenant Colonel (LTC) as the Oversight Team Chief in the Whistleblower Reprisal Investigation and Oversight Branch of the Department of the Army Inspector General Agency at the Pentagon in Washington, District of Columbia (DC). LTC Garrison was mobilized for duty in Iraq as an intelligence officer and as the Commander of an artillery battery. After returning from Iraq, LTC Garrison accepted an active duty assignment at the National Guard Bureau in Washington DC. While on active duty the last ten years, LTC Garrison has served as liaison to the Army Reserve Forces Policy Committee (an advisory board to the Secretary of the Army); Protocol Officer to the Director, ARNG; Army Congressional Fellow with one year of service in the Office of Senator Ron Wyden (D-OR); legislative adviser to the Assistant Secretary of the Army, Installation, Energy, and Environment; and Readiness Branch Chief in support of ARNG Military Intelligence. The 1997 Outstanding Graduate of Arkansas State University (ASU), LTC Garrison has graduate degrees from ASU (communications and community college teaching), National Intelligence University (strategic intelligence - thesis on violent criminal organizations), Marine Corps University (military studies - thesis on agribusiness in Afghanistan), The George Washington University (legislative affairs), and he is all-but-dissertation complete toward an EdD at The George Washington University’s Graduate School of Education and Human Development (policy and administration - emerging dissertation on leadership).
